@gloriouscow another approach is to lift pin 9 of U11 and run a wire to maybe one of the extra pins of the switch bank, SW2 or SW3, and just leave the switch off. then you can drive the '125 output with the FPGA.
now you're running into the main issue i had with this design--it's IO limited, and the next size up of FPGA uses a BGA package which is not hobbyist friendly.
