The covers of local government documents reveal how public institutions saw themselves and how they wanted to be seen.

Earlier designs were text-heavy, formal, and purely functional. After the late 1960s, covers shifted toward images of families, neighborhoods, and shared spaces, reflecting values of inclusion, participation, and community.
